My friend Stu let me know about a free online version of Photoshop that Adobe is calling Photoshop Express which will be web based -and have a subscription version which is in the works. Geared more towards the casual user and to compete with apps like Google's Picasa, it is still in beta.

Photo editing is also available on SplashUp.com. This site does not require registration, but should you choose to login it claims to integrate with some popular web sites. It offers editing in layers and does not charge.
I tend to work with the GIMP because the price is right and it has more features than I know how to use. I did learn Adobe Photoshop first but am comfortable with GIMP's xwindow inspired interface.
